Hi guys i'm sorry for the late reply, ok so what i found after slowly unpluging or uninstalling programs that it was a driver issue, infact it was the AMD GPU drivers, something to do with the RELIVE app was causing awful latency, even when it was turned off. for about 2 months now I have been getting random high ping spikes.
